In 2017 Scott co-founded Capital United, a Registered Investment Advisor with the SEC. Capital United focuses on cross-border transactions with foreign nationals seeking U.S. based assets. Capital United also pioneered the EB-5 Redeployment Marketplace, partnering with NES Financial. This marketplace connects qualified NCE investors with high-quality investment opportunities, designed to satisfy USCIS requirements for redeploying EB-5 investment capital. Comprehensive by design, the EB-5 Redeployment Marketplace covers the critically important areas of underwriting approval and due diligence of investment opportunities, as well as independent third-party investment advisory and fund administration oversight.
1987 Scott started his career with CBRE, after graduating from the University of Oregon (’87) with a B.S. in Finance. He previously sat on the board of the Sage School, Sun Valley, ID. Scott is married with 5 kids ranging from 21 to 9 years old.

Since 2001, she has been practicing public accounting in both small and medium local firm environments. Specializing in taxation in public accounting, Tiffany worked with many different industries, primarily small, closely held businesses. Licensed to practice in Oregon, she obtained her Certified Public Accountant license in 2004. Tiffany graduated cum laude from Pacific University in Forest Grove, Oregon, and holds a B.A. in Business Administration focused in accounting and a B.A. in Economics.

Prior to joining EB-5 United, Richard was (i) the Vietnam country market expansion consultant to Texas Regional Center (Houston, Texas) where he helped the company complete the Phase I funding of its “One Market Square” EB-5 project, (ii) a private equity consultant to Rainbow Paseo/Wesford Construction (Albuquerque, New Mexico) where he teamed up private equity partners from Vietnam with Wesford principals in developing its rental townhouse project in Albuquerque, and (iii) a private advisor to selected high-net-worth EB-5 investors in Vietnam where he helped them find, evaluate and select the EB-5 projects in the USA that meet their needs.
Equally significant, Richard had been a bilingual, bicultural Vietnamese-American educator, professional and executive in both sides of the Pacific Ocean for many years. In the U.S., he had held key managerial positions in the U.S. government, private corporations and educational institutions. In China and Vietnam, he had worked as a college lecturer and an English teacher for top educational institutions. In Vietnam, for nearly 17 years from 2001 to 2017, Richard had served as both an educator, a training consultant and a foreign investment consultant/advisor for several real estate development companies and corporations in Hanoi and Hochiminh City.
Richard graduated from the School of Government and Business of Dalat University (Dalat, Vietnam) and received his MBA from Keller Graduate School of Management (Chicago, Illinois).
